Admin — operational status

Four read-only views for the resolver: failed verifier jobs, challenged submissions, settlement failures, and chain/database inconsistencies (which now also include verification evidence whose stored logs no longer match the digests in their result document). Not a dashboard — act via the existing challenge-resolve, unpark, and settle actions elsewhere in the app.
